I have the honour to acknowledge the receipt of your despatch No. 119 of

the 20th March transmitting for considera

tion a draft bill on the subject of the Supervision of Aliens engaged in mission

ary or educational work in Hong Kong.

2. I am advised that the bill as

it stands would in practice enable the

Hong Kong Government to carry out the

agreement made by the Government of

India conceding certain privileges to

recognized societies, which agreement, as you are aware, His Majesty's Government wish as a matter of policy to see follow as far as possible in the Colonies. But careful reading of the text is required

to see that this is so; and in view of

the criticism to which British policy he been subjected abroad in the matter of foreign missionary enterprize, I am of opinion that is is desirable that
